It is now one year since DSEAR and ATEX became compulsory for all plants where hazardous materials are processed or stored with a requirement to ensure that plant and equipment has been risk assessed and is inspected, maintained and repaired in accordance with the directives.
Research indicates that a significant number of operators have neither prepared the mandated Explosive Protection Document nor implemented a suitable inspection regime. Many plants don't even have an adequate asset register or the means of creating one.
Not only does failure to comply put an operation at risk of penalties or suspension of operations notices, failure to address the regulations could also result in inefficiencies and missed cost saving opportunities. It could also be increasing the cost of meeting corporate governance obligations in terms of risk management and environmental commitments.
A number of operators have sought to rely on existing CMMS and ERP packages. However these do not offer the flexibility or integrity to manage and evidence inspections or to embrace mobile data capture other than through simplistic bolt on hand held applications that have limited compatibility. In addition the cost and time to adopt has proved to be prohibitive.
